Here is what the ABMC FAQ states:
Are the cemetery grounds American territory?
No, the cemetery grounds are not American territory. However, use of the land is granted to the United States in perpetuity, free of any taxes, fees or any other charges. This is done through a treaty between the United States and the relevant host nation. For example, if there is a crime committed within the boundaries of an ABMC site, host nation law applies, and the investigation would be conducted by local police.

So, the "AI summary" seems to be correct in this case, but did you actually check its claims? If you don't you'll likely eventually just be accepting AI summarizing AI summarizing AI ad infinitum. Good luck with that.
Regardless, the relevant point made in the FAQ is that if crimes are committed on the land that comprises the cemetery, Dutch law would apply. If there are anti-racism laws there that would apply to the removal of those commemorative installations, perhaps Dutch law might be applied to charge those who ordered such removals under the applicable laws if evidence might be gathered via FOIA.
Of course, I might be vastly wrong regarding the utility and possible effectiveness of such an approach.
Either way, the public affairs email for the ABMC is given as:
"Please contact ABMC Public Affairs at publicaffairs@abmc.gov with any questions."

Writing the ABMC there might be a way to get what was removed to be reinstalled.

No, the land was provided by the Netherlands, the cemetery is managed by the US army. NT

This is just so amazingly mean spirited and petty that it's hard to get my head around.

Unless there are exculpatory facts missing from the report (which I sincerely doubt)
