But look at how many wars we've been in that weren't declared as such. Like Russia with Ukraine, we just name it as something other than a war... an "action" for example. It's totally ridiculous and flies in the face of the constitution... but how many republicans base what they believe and do on the pedantic meaning of a word. "Shall" and "will" being just one example.
Besides, Congress would actually have to get off it's butt and do something against their lord and savior. I find it hard to believe that will happen in my lifetime.
