Tom DeLay was instrumental in the passage of the Postal Accountability and Enhancement Act of 2006, which required the U.S. Postal Service to prefund its retiree health benefits for 75 years within a 10-year period. This prefunding requirement has been a significant factor in the financial struggles faced by the USPS.
