36. Are they masked, or showing their faces? I haven't seen the film

Are they displaying ID's or giving verbal identity? Are they wearing police-issued bodycams?
If yes to any of these, then maybe it's local LEOs. If no, then they are probably CBP or ICE.

Law enforcement officers are required to follow procedures.
