15. It takes time for the public to get a clearer perspective. In the meantime,

campus and naval base lockdowns, detention centers, etc., and sometimes they don't get enough time. Events can create anxiety. People in off-and-on states of fear get into emotional cycles and habits, can't think clearly or make good decisions, and often shut down and stay socially remote. Who would that benefit?
