A highly skilled shooter, at a mere 175 yards, can reliably place the shot to within a third of an inch or so. The throat is actually an awful target, it doesn't guarantee an immediate kill–a sniper would be aiming for the base of the skull, to obliterate the brainstem and literally drop the victim where they stand, falling limply like a marionette with the strings cut. As Maru Kitteh has pointed out in another post, Kirk didn't do that but rather he spasmed and arched in a sign of immensely traumatic, but not instantly lethal, brain damage.

And if you're thinking "but the throat shot was so gory, the shooter wanted the most horrific if not effective outcome"…a straight headshot at that range would be, um…have you seen Cronenberg's film Scanners?
