I think the highest probability is that he knows he said some things, either on video, or in letters, that suggest without a doubt that he knew exactly what Epstein was up to, and very possibly expressing approval, along the lines of the birthday card/drawing exposed by the WSJ recently.

That's not to outright dismiss the possibility he 'partook', but I think it's likely at least 1 victim would've mentioned it by now, so I consider that the less likely of the two main options.
