They were not "scrambling." The EU has been supporting Ukraine all along and they know exactly what Putin and Baby Huey are about. This stupid headline makes it sound like perhaps they were expecting anything other than a shit show. 
"...the (convicted felon's) apparent shift toward..." His master and puppeteer war criminal?? As if there was one shred of doubt where that traitor's nose has been buried for YEARS. Where have these people been??
"...after their summit in Alaska." Where Putin tightened the choke chain and got a real whiff of Poopy Pants McTraitor in the fancy car.
