C. USVI Aided Epstein's Criminal Activity
In addition to accepting payments from Epstein and giving him loyalty and access, along with over $300 million in tax incentives, USVI government officials actively facilitated Epstein's crimes. Though discovery is ongoing, documents obtained to date show this happened in two primary ways. First, USVI permitted Epstein a registered sex offender under its supervision to influence law enforcement and even the legislation meant to constrain him. Second,
USVI granted visas, licenses, and loose customs enforcement that allowed Epstein to bring young women in and out of the USVI with impunity.
