The plan was for Norway and a couple other countries to send one/some of their Patriot launchers to Ukraine, then buy replacements from the US.

Last I heard, earlier last week, was that the NATO countries were waiting on confirmation that they would be able to purchase the replacements- I think one country may have already sent a launcher, but the others were waiting for the OK to buy the replacements.

To clearly answer your question:

There was never a plan for anybody named Krasnov, or anybody else in the US to “send Patriot missiles to Ukraine” from the US.

So, your question was based on a faulty premise that never existed.

The plan was always for NATO countries to send their launchers then buy replacements from the US. It appears Germany has already sent two launchers.
