Mike Johnson says corruption can't be corruption if it is done in the open.

Tapper is telling us the corruption isn't all that bad as long as the person involved is in control of their faculties. Also, apparently, it was only ever an issue of concern when Nixon was drunk - because he wasn't in control of faculties during those times. (since not being in control of your faculties is the real crime in Tapper's mind)
