they have socked away $600 million to help during the midterms. It was announced just a day or two before the House Budget vote.
That is the carrot, the personal phone call from the Felon was the stick.

The Felon does not give money away, he only makes a lot of noise about giving money away. He gives away things that don't cost him anything, like appointments and positions.
