A substantial number are employed in the auto industry (many unionized) which is a significant part of Michigan's economy. Consumers aren't ready to buy EV in the numbers required to meet the mandates. If they don't, the manufacturers are the ones that get penalized.

The most effective incentive to get people to replace their ICE powered vehicles with EV is make operating them much more expensive with higher gasoline prices. I know people don't like that, but to expect people to dump ICE vehicles when gas is relatively cheap isn't rational.

States that want to still encourage a transition to EV, could, on their own, increase their gas taxes by a couple dollars a gallon or more over time and still move towards meeting their EV goals.
