I believe him. This isn't about distraction or wasting time. This is the Big Lie redux, only this time, a national voter suppression in advance of the election, to scare any non-white citizens from voting, and just stay home. Remember the "minders" near voting places in 2020? With ICE it will be that on steroids.
OTOH, so far, given the special election turnouts, it just might have the opposite effect.
