Even public universities are allowed to admit pretty much anyone they find suitable to study at their institution.

In fact, they can find themselves in hot water if they're found to deny certain groups of students the opportunity to enroll. Some of the key moments in the Civil Rights era involved Black students trying to enroll at universities in the Jim Crow south.

No way would this survive a court challenge.
