as well. My cousin took 22 years to get picked to go.. In Quebec, in the zone I hunt in, they don't bother with that, they just require 2 hunters per moose, so everyone gets to go and they sell a lot of tags, but the amount of moose taken isn't as high. There is a lottery for the cow moose though, not everyone gets to shoot the females.
