1. Just a public service announcement on this (from a former technician)

A Technical Service Bulletin (TSB) provides information for technicians to correct a recurring problem often not resolved through usual diagnostic/repair procedures.

To be clear, a TSB is NOT a recall; Subaru dealers are under no obligation to do this repair free of charge as they would be under a recall. That said,if you happen to have a good working relationship (read: get all your service work done there) with your Subaru dealer or repair shop, you might be able to get this TSB done for the cost of parts by having the shop perform what is know as a "brake maintenance service" where they inspect, clean, and adjust the brakes. A brake maintenance service in the industry is often referred to as "gravy work", meaning its an easy task that's makes the technician money.

If you decide do this TSB yourself, recommend as an added step to apply a light smear of dielectric grease on the electrical connector before reinstalling. The following Amazon link is for a very good brand of dielectric grease available at most auto parts stores. Adding the dielectric grease is good practice for any electrical connector subject to weather and harsh conditions.
