Any Honda Civic experts here?

A friend just bought a 1993 Civic and it needs a replacement part. He removed the part and took it to an auto parts store, but no one was able to identify it even after checking all the books and manuals.

I have a similar gizmo under the hood of my beloved 2003 Civic Hybrid and photographed it in the hope that someone here will know what it is and what it does.

I'm told that the 1993 part is a "3-barrel," but one tube is capped off, and the 2003 part in my car, shown here, is only single barrel.



Any clue as to what we're looking at and what its function is?
