I have no specific knowledge of how this went down, but rather than FIFA intentionally snubbing New Jersey, it seems more likely that Mayor Mamdani found a rather clever way to connect with his NYC constituents.

Sorta like the Mayor's executive order eliminating bed time during the NBA playoffs.
