I have never seen this behavior in honeybees, but that doesn't mean it isn't a honeybee. Kudos to you for taking the chance to get the picture. If you don't get any decent answers here, you should find a good honeybee site and post that picture to see if you can get an explanation of the behavior----I would be interested to know. This reminds me of a time when I found about 50 honeybees congregating on some moss.
