I might be able to help, though I haven't done much work with Australian records. I have a ?# great uncle who went to Australia for the gold rush in the 1850s and found a small amount of info on him, but not much. He returned to North America in 1889, died in Victoria, and is buried on Vancouver Island, British Columbia.

Could your relative have been involved in the miner's revolt aka Eureka Rebellion? That could have been a reason to seal the records. My relative wrote a little about it (in letters he sent home that the family still has) and I read up on it some, but don't have the details at my finger tips.
