As recently as the 1990s they built reactors in as little as 4 years from construction start to grid connection. In the 2000's they built reactors in five years from start to connection.

"By 2040" however is too little too late. Of course, "by 2025" would have been too little too late. The planet, as a result of all this too little, too late, is burning.
