They think that hurricane hit regular working class folks won't be able to get out and vote so won't be able to retaliate against their cruel government. Only he's so stupid, he doesn;t think about a lot of these people being his voters to begin with. Of course the govenors of these states are also "kill the working class repugs" and they will only provide assistance to the rich. Watch and see. It will be like with the vaccines, only way worse.
