Set up a state virtual school. Or a pan-state virtual school district. But they take the same standardized tests in person (at testing centers) and the same course work. Perhaps it should be like distance learning at some schools pre-COVID--tests are at proctored testing centers.

Had kids last year that thrived in a virtual environment. Most flopped.

As for it being a "right" it's only a right in the sense that rights are properly state permission.

I view this as equivalent to correspondence courses--not a new thing. Perhaps that's the way to go for those that are connectivity-challenged?
