the founders in Article 1 ,section 2,parg.3 suggested 1 Representative for every thirty thousand, Public Law 62-5 is not an amendment. By restricting Representation in 1911 is one of the worst violations, giving us legislation without proper representation. Many of the bad discussions further abridging the Constitution trace to allowing Congress to violate a basic clause of the Constitution. The founders felt so strongly about this the 1st proposed amendment was to address this problem, it's still on the book awaiting ratification. Congress takes an oath to support and defend the Constitution and then proceeds to ignore, (are or they just stupid) it.
