That's my rule of thumb for personal use.

Work can be another story.

When I first signed on to DU I'd get 28.8 kbit/s on my dial-up modem... on a good day.

The first modem I ever bought did 300 bits/s. That's slow enough to read the text as it's downloaded. The credits of most movies roll by faster than that.
