2. Yes, "Wisconsin is an insurance-required state" and so is California, but when I lived in both

states neither one checked up or enforced their law until after an accident. Here in New Mexico
if you don't supply proof of insurance when registering your vehicle you lose the right to drive
that vehicle. It's better here.

I join the family in mourning for their daughter.
