I know this is too time-critical to help now, but have you heard part of the issue, even preceding climate change, is the human decimation of the beaver population? They would dam small rivers and creeks, creating green space, even in the desert.

Not that we shouldn’t reintroduce them, but I don’t see any way to turn this drought around. Nothing the world is willing to do.
