Rauner is seemingly unaware that gas stations, restaurants and storefront micro-casinos are everywhere around Chicago.

The real answer is the green Colorado model. We are surrounded by red states and the revenue will wash in from all sides. Unfortunately, conservative dogma won't allow something that makes this much sense.
