Bolling AFB -Joint Base Anacostia is just across from Washington National RN, its all helicopters there where Marines !'s fly from ,then there is Andrews.AFB . Congress pushes RN because they can get out of dodge DC quickly. The more flights the more danger. Outdoor activity around DC is a constant barrage of aircraft. Congress even recently voted to add five more flights. We aren't even talking about other aircraft from the various policing agencies there the Park Police etc.

Then the understaffed FAA operating coordination at airport towers.

BTW they extended the Metro out to Dulles so there aren't many excuses.
