Possession of high-capacity bullet delivery systems* should be considered as prima facie evidence of intended criminal behavior, and the bullet-holder confiscated just like cops do with cars and money in unproven assumptions of drug-activity.

To avoid the pedantics with their two-word vocabularies, 'clip', 'magazine'
