There should be some kind of federal agency established the entire purpose of which is to keep tabs on these private facilities for children, and to receive and investigate complaints, with the power to recommend prosecution and to shut the most egregious of these places down entirely.

Perhaps this already exists, but if so it needs more attention so that victims know where to go, how to report, and how to protect themselves from reprisals.
