2. The DPA was written at a time when congress thought it would be used judiciously

They didn't imagine a scenario where a wannabe dictator would use it to seize supplies so he could dish them out as favors.

Going forward before Congress passes laws giving the president authority they should first ask themselves "How could a person like Trump abuse this power?" and then build appropriate safeguards into the bill.
