“Phx PD officers unlawfully arrest or use force in response to criticism, insults, or perceived disrespect during daily encounters. Often, within seconds, officers react with force to verbal slights,” according to the Department of Justice. As its first example in its report, the DOJ cited the following case exposed by ABC15.
