1. Hard to say. The dog just may be stopping to smell other dogs scents they left behind.

I see that all the time with neighbors and their dogs, they stop to sniff. They may eventually poop or pee, but right then they're just checking things out. I would think your neighbor eventually lets the dog do it's business, after all, that's probably why they're out walking.

But do what you're comfortable doing. Just don't get yourself into a difficult situation.
