I get the objection to warfare where law enforcement is the better choice…

… but there are no civilian pleasure submarines traveling the Caribbean. Of course he was running drugs (or returning from a drug run).

Ecuador isn’t saying he committed no crime - they’re saying he didn’t break one of their laws (which is obvious).
