including bank accounts and real property, even before a tax evasion case is proven in court. What's a state going to do when its citizens complain that their bank accounts have been frozen? It's not just a federal issue, and states also have an interest in ensuring that the same SSAN isn't claiming benefits in multiple locations. The likely reasons are individual fraud or identity theft. Why wouldn't any state want to stop that?
