so he clearly has the standing to negotiate away a different nation's sovereignty and set up seemingly-lucrative deals for himself in the Russian Arctic (though it takes a special and ruthless operator to actually extract real money out of Russia, when Putin and his gang of experienced mob bosses are on the spot).
