where the EU had been debating retaliatory tariffs. So since this is a "framework", I would think (hope) they do put those in place and not capitulate completely.

And with respect to that handshake tactic - apparently they have been blaming his "bruising" (and makeup on the hand) to "shaking hands" (but we know better)!
