When a contractor doesn't get the next juicy Government contract... they face no income and certain bankruptcy.

So: (1) found a new organization
(2) in desperation, the old organization sells all its assets to the new organization, fire sale prices.
(3) new organization begins with a clean slate and lots of equipment and mailing lists
