10. In a democracy, you have to have a law that has been broken, specifying the fines

And Trump's tame Republicans have been spectacularly lazy in Congress, so I doubt there is a law specifying fines.

Trump can try suing, and getting the Supreme Court to say the Californian laws are against the Constitution, or that they've decided to rule on who is allowed to compete in sports, but that wouldn't produce a fine, just a decision on "who won" and the rules to follow in the future.
