meaning her term was to end in 2028, where she could have been replaced by 45 with someone else in 2028 (or if she left before then).

Biden also designated her the "Chair" in December 2024 when the Chair at the time's term expired.

The NLRB members have rotating 5- year terms - https://www.nlrb.gov/about-nlrb/who-we-are/the-board

But the cherry-picking by Roberts of who stays and who goes pending resolution of the merits by the lower courts, is of course not unexpected.
