There were updates of that including the infamous one in 2007 under Shrub that brought about the end of the incandescent light bulbs!
I remember watching some hearing (I think around that time) where there were Congress members whining about the low-flow toilets and water-restricted shower-heads but I don't think changes to that were put into that 2007 law.
