Article I, Section 9, Clause 8 of the U.S. Constitution for accepting the illegal "bribe" of the airplane, the criminal Turd has decided to forego the "facilitation payment/grease payment" of the subject plane provided that the $400 million dollars is deposited forthwith in his very secret and personally "numbered" account in a private Geneva bank.
