The security gate was closed at the time and the ICE-Gestapo officers only had any authority for protection of themselves. In this case they were under no threat and instead of removing themselves they continued to forcibly come at the people on the sidewalk and physically engage them.
If they felt the need to make a claim of trespass after someone has left a property then the proper way to do that with a subject who is not armed and is posing no physical threat to officers nor trying to re-enter the subject property is to affect the arrest when the confrontation on the sidewalk has ended and the crowd dispersed.
But of course this was all for show by ICE-Gestapo and so the normal common sense things were never in play. The need to effectuate the arrest right then is nonsense. The mayor is well known and is hardly a flight risk over something like a trespass charge. They could have handled this so telling him to come to an office for processing on the charge.
But this is like the cops doing high speed chases for minor traffic offenses. Totally out of bounds regarding threat to public safety in order to write a traffic ticket that can be written and served once the officer has the license plate number and can track the vehicle owners address.
But the ICE-Gestapo/FBI/DOJ is acting like the cops we see on videos who do stops for minor things and then rapidly escalate their tactics when they receive any hint of challenge to their authority and control. In addition to obviously planning to maneuver any situations into manufactured moments for themselves.
