There was a time in this country try, unfortunately re-emerging, when you didn't have to tell anyone anything. People in the military were infected with all kinds of things, or different drugs were tested on them. Jonas notoriously tested his vaccine with polio virus particles on a boarding house of kids and adults with what was then called mental retardation, catch all phrase for people with Asperger's or Down's Syndrome, autism, and all the neurodivergent spectrum they just didn't care enough to care for.
