for security assurances from the good 'ol USA. Like the assurances given in the Budapest Memorandum.

The Budapest Memorandum on Security Assurances, signed on December 5, 1994, involves agreements between Ukraine, Belarus, Kazakhstan, and the nuclear powers of the United States, Russia, and the United Kingdom. It provided security assurances to these countries in exchange for their commitment to give up nuclear weapons and respect each other's sovereignty and territorial integrity.
