...a better place to start--especially when you suspect they will not answer the initial question. At least ask it after the initial question is not answered. I'm not sure all of the reporters have thought that far ahead knowing the original question will not be answered anyway.

The importance is often in getting both the audience and the subject to think through the issue in more depth. This works in many situations.
