Schumer moves to block Trump's top prosecutors

That's different from the "Blue Slip" and you actually already have several Democrats who have put "holds" on 45 appointments -

What Stuporville did was to block the routine "unanimous consent" promotions for those military meaning that each one (and there were hundreds) would have to go through "regular order" of a cloture vote, then a debate, and then a final vote versus "dispensing" with all that and going right to a unanimous vote of approval of dozens at a time, "without objection". At the time, Schumer refused to waste the Senate's time going one by one (which also added to the delay), although he did push through some of the highest level ones.

As someone in the Senate leadership as Minority Leader, Schumer is technically not serving on any Committees so he wouldn't (or couldn't) technically do any "holds". And that is why he's trying to block the nominee using a Blue Slip.
