But it's just part of a larger tendency that Congress has had in granting too much power to the Executive branch.

The same problem that (R) have with administrators making rules with fines, running administrative courts that levy fines, etc., etc., reaches the Oval Office. Congress should take back the authority that the Constitution granted it.
